 Il y a la solution que j’ai proposée et qui serait de vendre le navire à l’Ukraine moyennant un prêt de longue durée et à intérêt privilégié que lui consentirait l’Union Européenne.

 The pitful state of the current Ukrainian navy; the government cannot pay for the upkeep of its ships.

Kiev is practically bankrupt & Kiev cannot supply food, warm clothes to soldiers;

 

let alone take on, maintain or keep a NATO high-spec large ship

 

A white elephant would be more suitable word.
