Interesting of combination of players of winning “hearts and minds,” in Crimea:
 

• 1. Schools in Sevastopol, in need of renovation
• 2.US Navy - NAVFAC
• 3. U.S. European Command's (EUCOM) Humanitarian Assistance Program

 This certainly sounds a suspicious combinations for Russians, both in the region and elsewhere; especially since NAVFAC in its press release stated that it:"manages the planning, design, construction, contingency engineering, real estate, environmental, and public works support for U.S. Navy shore facilities around the world." And apparently schools in Crimea as well,  in Sevastopol which just happens to be on the doorstep of the Russian's Navy Black Sea Fleet home port since 1776.




The first school renovation " Sevastopol's largest school, number 49", began in February 2010, followed by School number 57 again in 2010.  Likewise a dental clinic was renovated in Sevastopol.

Here is the reason for this assistance as described by the EUCOM Public Affairs in 2012:

"The United States attaches great importance to the success of Ukraine's transition to a democratic state with a flourishing market economy, and U.S. policy remains centered on realizing and strengthening a democratic, prosperous, and secure Ukraine more closely integrated into Europe and Euro-Atlantic structures."

The other areas in Ukraine that received assistance was in the Western region.


*NATO member Croatia is also included in the project.
